This User Agreement (hereinafter the Agreement) governs the relationship between the owner of the website turkmentelegraf.com and the mobile application Turkmen Telegraf (hereinafter Turkmen Telegraf or the Administration), on the one hand, and the user of the website, on the other.
The Turkmen Telegraf website and mobile application are not a mass media outlet.
By using the website and the mobile application, you agree to the terms of this Agreement.
If you do not agree to the terms of this Agreement, do not use the Turkmen Telegraf website or mobile application!
*Note: our Turkmen Telegraf mobile application obtains access to the user’s personal data, namely phone number and full name, through user registration in the mobile application; these personal and confidential data are not disclosed to anyone and are stored until the user deletes their profile or violates the rules of use of the mobile application.

Subject of the Agreement.
The Administration grants the user the right to post the following information on the website:
- Text information
- Photographic materials
- Links to materials posted on other websites

Rights and obligations of the parties.
The User has the right to:
- search for information on the website and in the mobile application.
- receive information on the website and in the mobile application.
- create information on the website and in the mobile application.
- distribute information on the website and in the mobile application.
- change user ratings.
- use website information for commercial purposes with the Administration’s permission.
- delete their account at any time via the “Profile” tab in the “Settings” menu.
- add, edit, and delete listings via the “My Listings” tab in the “Settings” menu.

The Administration has the right to:
- at its own discretion and as necessary, create, amend, or cancel rules.
- restrict access to any information on the website.
- create, amend, or delete information.
- delete user accounts.
- refuse registration without explanation.

The User undertakes to:
- ensure the accuracy of the information provided.
- protect personal data from access by third parties.
- update the Personal Data provided at registration if they change.
- not distribute information aimed at propaganda of war, incitement of national, racial, or religious hatred and enmity, or any other information for the distribution of which criminal or administrative liability is provided.
- not disrupt the operation of the website and the mobile application.
- not take actions aimed at misleading other Users.
- not post advertising, erotic, pornographic, or offensive materials, or any other information the posting of which is prohibited or contrary to the laws of Turkmenistan in force.
- not use scripts (programs) for automated collection of information and/or interaction with the Website and the Mobile Application and their Services

The Administration undertakes to:
- maintain the operability of the website and the mobile application, except where this is impossible for reasons beyond the Administration’s control.
- provide comprehensive protection of the User’s account
- provide all available information about the User to authorized state authorities in cases established by law

Liability of the parties.
- Under the laws of Turkmenistan, the “User” is liable for posting information containing insults and defamation against the President of Turkmenistan, calls for changing the Constitutional order by force, war, violence and cruelty, or national and religious enmity and discord.
- the user bears full personal responsibility for the information they distribute.
- the administration bears no responsibility for the accuracy of information copied from other sources.
- the administration is not responsible for any mismatch between the services expected by the User and those actually received.
- the administration bears no responsibility for services provided by third parties.
- in the event of force majeure (hostilities, a state of emergency, a natural disaster, etc.), the Administration does not guarantee the safety of information posted by the User, or uninterrupted operation of the information resource.

Term of the Agreement.

This Agreement enters into force upon registration on the website or in the mobile application. The Agreement ceases to apply when a new version of it appears.

The Administration reserves the right to unilaterally amend this Agreement at its discretion. When the Agreement is amended, in some cases the Administration may notify users in a manner convenient for it.
